    Former United States Ambassador to Nigeria, John Campbell, has said the state governors instead of the Federal Government are to be blamed for insurgencies in the Niger Delta.

    He made the statement over the weekend during an interview on CNBC television station.

    While speaking on the continuous attacks on Nigeria’s oil pipelines by new militancy group, the Niger Delta Avengers (NDA), Campbell said funds for the region which have been released in the past by the Federal Government, ended in the pockets of the state governors.

    “What happens in many cases is the funds arrive on the state governor’s desk and there’s no further accounting for them,” Ambassador Campbell said.

    “The state legislatures are supposed to hold the governors accountable, but very often, the legislatures are part of the (patronage) network controlled by governors,” he said.

    Also contributing, Manji Cheto, senior vice president at advisory firm Teneo Intelligence said past experiences of funds diversion by the governors, have now triggered lack of trust in the Federal Government for further negotiation.

    “That system has now made the Delta people skeptical that talks between federal and local leaders will produce change,” Cheto said.
    Campbell further stated that the Nigerian military would do well to employ advanced method in tackling insurgency instead of the usual police method.

    “I think it would be very difficult to tackle this issue using essentially police methods. The delta doesn’t lend itself to military or police action, and in fact, it failed the last time there was an insurrection there,” he said.

    “Quite frankly, it’s almost impossible. It’s not like an insurgency in the classic sense… If they find these guys and hunt them down and shoot them, there will be another group the next day. What else can you do if you live there?” he said.

    According to Campbell, the FG would be opening more grounds for breeding of more deadly groups if it decides to kill the militants.
    “If they find these guys and hunt them down and shoot them, there will be another group the next day,” he said.

    He advised that the Buhari government could conceivably build goodwill by embarking on public works projects, “construction of a long-discussed road across the Delta region, for example, would employ a huge number of workers and open new areas to economic development, provided it functioned well” he said.

    “The delta ostensibly has institutions in place to execute such projects, but they have accomplished little,” said Cheto.
    The Niger Delta Development Commission was founded in 2000, followed by the Niger Delta Ministry in 2008.
    There is also an office dedicated to carrying out the 2009 amnesty program.

    The organizations carry out programs, but have no cohesive blueprint for development, and much of their funding falls into a “black hole,” Cheto said.

    The government should merge the three organizations, she said.

    “Quite clearly they didn’t see this as a priority. Now, with pipelines being attacked every week, it has to become a priority,” she said.

    Analysts do not doubt that Buhari is committed to the anti-corruption crusade he campaigned on, but they said his hands are tied by corruption at the state and local level, where oil revenue that is distributed by the federal government is frequently misappropriated.

    NEW YORK (AP) — Susannah Mushatt Jones, the world's oldest person, has died in New York at age 116.

    Robert Young, a senior consultant for the Los Angeles-based Gerontology Research Group, said Jones died Thursday night at a public housing facility for seniors in Brooklyn where she had lived for more than three decades. He said she had been ill for the past 10 days.

    Jones was born in a small farm town near Montgomery, Alabama, in 1899. She was one of 11 siblings and attended a special school for young black girls. When she graduated from high school in 1922, Jones worked full time helping family members pick crops. She left after a year to begin working as a nanny, heading north to New Jersey and eventually making her way to New York.

    "She adored kids," Lois Judge said of her aunt in a 2015 interview with The Associated Press. Jones never had any children of her own and was married for only a few years.

    Family members said last year that they credited her long life to love of family and generosity to others. Judge said at the time that she believed it helped that her aunt grew up on a rural farm, where she ate fresh fruits and vegetables that she picked herself.

    After she moved to New York, Jones worked with a group of her fellow high school graduates to start a scholarship fund for young African-American women to go to college. She also was active in her public housing building's tenant patrol until she was 106.

    Jones became Guinness World Records' official oldest person when 117-year-old Misao Okawa died in Tokyo last year.

    "Ms. Jones was the very last American from the 1800s," said Young, whose group tracks and maintains a database of the world's longest-living people.

    Young said 116-year-old Emma Morano, of Verbania, Italy, just a few months younger than Jones, is now the unofficial world's oldest person.

    Nigel Farage has become the first British politician to meet Donald Trump since he became US president-elect.
    A UKIP spokesman said the interim party leader discussed "freedom and winning" with Mr Trump on a visit to Trump Tower in New York.
    Mr Trump's spokeswoman Kellyanne Conway said the meeting had been "very productive".
    Downing Street said Mr Farage had "no role" in the government's relationship with the incoming US administration.
    Speaking after the meeting, Mr Farage said: "It was a great honour to spend time with Donald Trump. He was relaxed, and full of good ideas.
    "I'm confident he will be a good president. His support for the US-UK relationship is very strong. This is a man with whom we can do business."
    UKIP sources told me that Nigel Farage has made the prime minister look "very foolish". And on the surface it is embarrassing.
    Theresa May will not be meeting the president-elect until next year - yet a UK opposition politician has already popped in for a chat.
    But Downing Street say they are relaxed about it; that Mrs May has already spoken to Mr Trump by telephone and there will be no role - formal or otherwise - for Mr Farage as a "go-between" with the new US administration.
    Yet there are political dangers for the prime minister. Mrs May certainly will not be welcoming this opportunity for UKIP to bask in the reflected glory of a Trump victory.
    People were asking what was the point of the party after the Brexit referendum - so the prime minister really will not want them resurrected as the "British Trumps"- the voice of forgotten voters.
    She will have to renew efforts to claim that mantle for herself.
    Mr Farage asked Mr Trump to return a bust of Sir Winston Churchill to the White House Oval Office, a party spokesman said.
    The bronze, which had graced the Oval Office during the George W Bush administration, was returned to the British embassy at the outset of Barack Obama's presidency.
    Mr Farage said he had been "especially pleased" by Mr Trump's "very positive reaction" to the idea of the bust returning.
    Ms Conway said the two men "enjoy each other's company and they had the opportunity to talk about freedom and winning and what all this means for the world".
    A UKIP source said the meeting had "made the prime minister look very foolish".
    Mr Farage earlier told US media that Mrs May's team had been "quite rude" about Mr Trump, "so there are some fences to be mended".
    "Trump is an Anglophile, he understands and recognises what our two great nations have done together between us," he told Fox News.
    "And, thank goodness, we are coming towards the end of an American president who loathed Britain.
    "One of the things we can do, we can have between us a sensible trade relationship, cut tariffs, we are massive investors in each other's countries. There's a bright future."
    When asked ahead of the meeting if Mr Trump had invited him, Mr Farage joked to reporters: "We're just tourists."

    Once we secure our border with a wall, Trump said his administration will begin to make a “determination” about what to do with the remaining undocumented immigrants in the U.S.
    “After the border is secure and after everything gets normalized, we’re going to make a determination on the people that they’re talking about who are terrific people, they’re terrific people but we are gonna make a determination at that,” he said. “But before we make that determination…it’s very important, we are going to secure our border.”
    House Speaker Paul Ryan said on Sunday that a plan to forcibly remove undocumented immigrants from the country is unlikely.
    “We are not planning on erecting a deportation force. Donald Trump is not planning on that,” Ryan said on CNN’s “State of the Union.”
    The only thing unlikely is that Paul Ryan will be Speaker of the House in January. President Trump has given him more chances than he deserves to help the Trump team and echo his message–Ryan refuses to do so. If Paul Ryan wants to remain a member of the party, he better fall in line quickly.

    Liberals are not happy about the outcome of the election. Since it did not go their way, they have been throwing temper tantrums in spectacular and violent fashion. Taking to the streets, rioting, obstructing traffic, burning flags, and threatening death. Needless to say it has been a horrible display.
    For the past 8 years, Democrats have grown accustomed to getting everything they wanted. Obama has pushed and plowed their agenda through, taking the word of the law and twisting it to mean what he needed.
    As Donald Trump carried the election, liberals began to realize that their days of being catered to were coming to an abrupt halt. Instead of making their displeasure known and then moving on to begin working with the pending administration, they have decided to threaten the whole country with hysterics that haven’t been seen since 1861.
    It seems so childish, “If we can’t get what we want, we are leaving.” Yet, that is exactly what the liberals of California are screaming at us. In July they threatened when over 140 entrepreneurs and executives from companies like Twitter, Google, Facebook, Slack, Snapchat, and Yelp signed an open letter condemning Trump in July saying that he would be a “disaster for innovation.”
    Tuesday night was an unmistakable victory night for Republicans. They won not only the presidential seat but also retained control over both the Senate and House of Representatives. This was just too much for California.
    #Calexit began Wednesday morning and has been gaining in popularity since. It began in Silicon Valley with the tech elites and has rolled through the state like a magnet, attracting more and more brainless liberals as it goes.
    Give us what we want!
    Shervin Pishevar, co-founder of Hyperloop and Uber investor, tweeted on election night that if Donald Trump won he would be “announcing and funding a legitimate campaign for California to become its own nation.” If that is how he would like to spend his money, perhaps we should let him.
    He continued his brilliance stating that it was the “Calling for a temporary withdrawal of support during the dark Trump Presidency.” and “We can reenter the union after California becomes a nation.” Good luck with that Shervin.
    “We need to have serious national dialogue about our culture, values & rampant sexism, racism and hate that Trump campaign has exposed.”
    Someone should let Pishevar know that we will happily throw him and California a going away party.
    Some may recall when Texas decided they were going to do something similar. Democrats were shocked and insisted that it was treasonous. As we all know by now, rules only go one way in the Democrats world.
    It turns out that California has been threatening to do this for quite some time but nobody in a real place of power paid attention. A more popular suggestion has been that California breaks up into individual states, anywhere from 2 to 6. Of course, nobody really took that seriously either.

    Although Democrats have called Republicans unAmerican, racist, and homophobic for marching on the national mall to protest policy differences, California seceding is just, “the most patriotic thing we can do.”
    While this provides a lot of comedy, the actual idea and follow through wouldn’t be the worst thing to happen to the United States. The liberals haven’t realized it yet, but their threats are quite hollow if you look at the facts.
    Pishevar noted that an exit of California would affect the economy, “As 6th largest economy in world, economic engine of nation, provider of a large % of federal budget, California carries a lot of weight.” He is almost right but the truth is that California IS a lot of weight to the budget.
    Heavily in debt, high cost of living, and companies leaving in droves are just a few of the problems facing California as part of the nation. If they left United States, it is a safe bet that their problems would not be solved but would actually grow larger.
    Liberals might also want to consider what would happen to the election process if they did secede. They seem to think it would be a temporary measure until Trump was out of office. At the risk of raining on their parade, the fact is that California has 55 electoral votes.

  • US officials want to know why Islamists love Toyotas

    US authorities have been in talks with Toyota to find out how and why Islamist militant groups across the Middle East are using fleets of brand new vehicles made by the Japanese company.

    Toyota pickup trucks, in particular the Hilux and Land Cruiser brands, have long been a favourite of jihadist groups operating in rugged terrain from the hills of Afghanistan to the Syrian and Iraqi deserts.


    The vehicles are often seen in jihadist propaganda videos, complete with high-calibre weapons bolted onto the truck beds.

    According to a CNN report this week, the US Treasury's Office of Terrorism and Financial Intelligence, which monitors transfers and the flow of goods, officially asked Toyota how Islamic State group militants had got their hands on so many shiny new pickup trucks.

    "We are committed to complying fully with the laws and regulations of each country or region where we operate, and require our dealers and distributors to do the same," the company responded in a statement.

    "We are supporting the US Treasury Department’s broader inquiry into international supply chains and the flow of capital and goods in the Middle East."

    Toyota, which added that it was cooperating with the Treasury’s investigation, insisted that it maintained "a strict policy not to sell vehicles to potential purchasers who may use or modify them for paramilitary or terrorist activities”.

    But while there are procedures in place to stop the vehicles from falling into the wrong hands, the company said that it was impossible for it to control the channels through which its vehicles can be misappropriated, stolen or resold by third parties.

    “Regrettably, the Toyota Land Cruiser and Hilux have effectively become almost part of the ISIS brand,” said Mark Wallace, a former US ambassador to the United Nations, in comments to ABC news. Wallace is the CEO of the Counter Extremism Project, an NGO that seeks to expose the financial support networks of terror groups.

    The sales chain for Toyota vehicles finding their way into IS group hands is most likely through Iraq, thanks to as-yet-unidentified dealers, the country’s ambassador to the United States, Lukman Faily, told ABC news.

    “This is a question we’ve been asking our neighbours,” Faily said. “How could these brand-new trucks ... these four-wheel drives, hundreds of them – where are they coming from?”

    Toyota pickup trucks are favoured by Islamists for a number of reasons, not least for the fact that they are not American made.

    Above all they have proved themselves to be solid and durable vehicles capable of taking the worst kind of punishment, as demonstrated in an episode of the BBC’s hit “Top Gear” series, which dedicated an entire episode in 2011 to stress testing a Hilux (see video below).

    During the broadcast, Top Gear’s then presenter Jeremy Clarkson subjected a second-hand Hilux to collisions with walls and trees, left it on a beach to be swallowed by an aggressive incoming tide, smashed it with a wrecking ball and finally set it on fire. Nothing could stop the mechanics from getting it rolling again.

    Speaking further, she said... “An extraordinary example of his brilliant way of rhyming. putting together refrains, and his brilliant way of thinking.” 

    “Dylan has the status of an icon. His influence on contemporary music is profound,” it wrote in biographical notes about the famously private singer.

    Last year, the prize went to Belarussian author Svetlana Alexievich, for her documentary-style narratives based on witness testimonies.

    Dylan will take home the eight million kronor ($906,000 or 822,000 euros) prize sum.

    The Nobel is the latest accolade for a singer who has come a long way from his humble beginnings as Robert Allen Zimmerman, born in 1941 in Duluth, Minnesota, who taught himself to play the harmonica, guitar and piano.

    Captivated by the music of folksinger Woody Guthrie, Zimmerman changed his name to Bob Dylan — reportedly after the Welsh poet Dylan Thomas — and began performing in local nightclubs.

    After dropping out of college he moved to New York in 1960. His first album contained only two original songs, but the 1963 breakthrough “The Freewheelin’ Bob Dylan” featured a slew of his own work including the classic “Blowin’ in the Wind.”

  • WW3 RED ALERT: The U.S. Navy’s New Super Frigate: Armed to ‘Sink’ Russia and China

    The Navy is now finalizing the weapons, sensors and technologies it plans to engineer into a new, more survivable and lethal Littoral Combat Ship variant designed to perform anti-submarine and surface warfare functions at the same time, service officials said.

    “You will be able to employ both of those mission areas simultaneously,” Capt. Dan Brintzinghoffer, Frigate Program Manager, told Scout Warrior in an interview. “This provides the fleet with flexibility because you can employ those ships in multiple ways and multiple venues.”

    The new ship, called a Frigate, will be integrated with anti-submarine surface warfare technologies including sonar, an over-the-horizon missile and surface-to-surface weapons such as a 30mm gun and closer-in missiles such as the Hellfire,

    “You will be able to have both the long range over-the-horizon missile and the Hellfire on board at the same time,” Brintzinghoffer said.

    Some of the over-the-horizon missiles now being considered by the Navy include the Naval Strike Missile by Kongsberg, a modified Tomahawk missile or the Long-Range Anti-Ship missile, or LRASM made by Lockheed and the Pentagon's research arm, DARPA. It is not yet known whether the Frigate will be engineered with Vertical Launch Systems to fire larger, longer-range missiles such as a Tomahawk or Standard Missile 6, among others. However, that could be a possibility depending upon emerging Navy requirements for weapons on the ship, developers have said.

    The Frigate is slated for delivery to the Navy by 2023; the platform is an outgrowth of the Navy’s Littoral Combat Ship effort which originally planned to build 52 shallow-water multi-mission ships equipped with interchangeable groups of technologies called “mission packages” for mine countermeasures, anti-submarine technologies and surface warfare systems. 
    However, lawmakers, analysts and some members of the Navy argued that the LCS was not “survivable” enough, meaning despite its speed of 40-knots and numerous advantages, the ship would be far too vulnerable to enemy attack.  The concern, ultimately echoed by then Secretary of Defense Chuck Hagel, was that the ship did not have enough weapons, armor fortifications and what’s called “blue water” combat capability to challenge near-peer adversaries.

    “LCS as designed is a focused mission ship. It can do one specific mission at a time and the combat capability to do that mission is provided by the mission packages,” he added.  “We are going to take a modified LCS and take that as the baseline and then add changes or modifications to improve its lethality and survivability.”

    The new ship will also have seven 11-meter Rigid Inflatable Boats for short combat or expeditionary missions such as visiting, searching and boarding other ships.

    At the same time the anti-submarine technologies planned for the ship include a multi-function towed array sonar, variable depth sonar to detect submarines and sensors combined with a submarine hunting MH-60R helicopter.

    While the LCS, which is currently in service with the Navy, is credited for its speed, maneuverability and shallow draft which enables it to access shallow water ports larger ships are unable to reach. The LCS ships in service this far have performed quite well, Navy officials explained. Six LCS vessels are currently in service, a spokesman for Naval Sea Systems Command told Scout Warrior.

    The initiative to engineer a more survivable and lethal LCS variant emerged out of a multi-month effort directed by Secretary Hagel and the formation of an entity called the Small Surface Combatant Task Force.

    “The Secretary of Defense directed the Navy to stop building LCS at 32 ship and do a study or come up with alternatives to see what the remaining 20 need to be to meet the small surface combatant requirement. The Navy put together a task force and built a series of options and a methodology around which they were able to do an assessment of alternatives,” Brintzinghoffer explained.

    The exact configuration of many of the weapons systems, which will be complemented by next-generation computing technology, sensors and communications gear, is still being determined.

    “For the last seven months we have laid out a series of design cycles and come up with proposed changes and alternatives to improve survivability and lethality. We have come through a number of those and we are now recommending to the Navy leadership a design that provides a capability to the fleet,” Brintzinghoffer explained.

    The emerging Frigate ship will also be equipped with next-generation and stronger electronic warfare technologies far greater than the existing LCS and instead comparable to current Navy Cruisers and Destroyers, he added.     

    In addition, the ship will be configured in what’s called a “modular” fashion, meaning it will be engineered to accept and integrate new technologies and weapons as they emerge such as lasers and rail guns, Brintzinghoffer added.

    “Technology over the next six to seven years will enable us to use some sort of a laser weapon or rail gun. As technology improves and we can have a different type of gun, the Navy will have that option with an understood set of interfaces and standards of space, weight and power,” he said.

    With its mission packages, the LCS is configured to perform specific missions, one mission at a time, Brintzinghoffer said.  The Frigate is being engineered to meet anti-submarine and surface warfare missions at the same time.

    Another potential area of innovation designed to improve protection for the new Frigate is the use of “space armor” techniques.

    According to him, "The bottom line is North Korea has got to change its behavior," Mattis warned at the Pentagon Thursday.

    Amid the growing tension, a US Navy carrier strike group is reportedly heading towards the Korean peninsula in preparation for a possible North Korean provocation while the US and its allies cautiously watch the situation.

    Mattis has repeatedly stated his opposition to North Korea’s nuclear and ballistic missile programs.

    "Right now, [North Korea] appears to be going in a very reckless manner … and that has got to be stopped," Mattis explained at a press conference in London last month. During his first trip to Asia as secretary of defense in February, Mattis stated that the US will protect its allies and partners in the region against North Korea.

    "North Korea continues to launch missiles, develop its nuclear weapons program, and engage in threatening rhetoric and behavior," the secretary of defense said, adding, "America’s commitments to defending our allies and to upholding our extended deterrence guarantees remain ironclad. Any attack on the United States, or our allies, will be defeated, and any use of nuclear weapons would be met with a response that would be effective and overwhelming."
